I have a URL that is getting a Bad Request(Invalid URL) message when it tries to process.

http://10.2.25.1/psearchresult~sManDesc~All%A0Manufacturers~sBrandDesc~All%A0Brands~sCatDesc~OutdoorFirePits~hidSearchStringType~1~cc~OutdoorFirePits~selCategory~OutdoorFirePits~TxtCUSTCHAR9~~TxtCUSTCHAR10~~TxtCUSTCHAR11~~TxtCUSTCHAR12~~TxtCUSTCHAR13~~TxtCUSTCHAR14~~TxtCUSTCHAR15~~TxtCUSTCHAR16~~TxtCUSTCHAR17~~txtMin~50~txtMax~100~radSort~1.asp

I have changed the UrlSegmentMaxLength to 1024 in IIS but that did not help.

The URL processes fine if it is not processed by link freeze.   I would actually like linkfreeze to ignore this URL if possible.  Can that be done, if so how.

Thanks in advance.

Possibly URLScan is installed on your server and blocking this URL. Anyway I suggest you to configure LinkFreeze not to modify these URLs because it does not look like a SE friendly link and may only flood search engines.
