i have disabled an old website in iis 6 and replaced it with a new site on the same iis server - on this site we have pages that have images linked to the old site - so we were hoping we could use the isapi rewrite to send these requests from the disabled site to the new site.  Here is the site information

we need a redirect from HTTP to HTTPS

HTTP://oldwebsite.com/attachments
TO
HTTPS://newwebsite.com/uploads/images

i assume i use an httpd.ini file in the root directory of the newwebiste.com folder

sorry for such a basic question but im new to this

Right, but you will also need to make sure that the IIS web site handling the "newwebsite.com" also accepts requests to the "oldwebsite.com".
Try the following rule:

RewriteCond %HTTPS (?!on).*
RewriteCond Host: oldwebsite\.com
RewriteRule /attachments(/.*)? https\://newwebsite.com/uploads/images$1 [I,RP]
