Please put the following into the httpd.ini in the root of your site:

[ISAPI_Rewrite]

RewriteRule /anything\.aspx http\://www.XXXXX.com/sitemap.aspx [I,RP]

I think this is not the appropriate answere to my requirement

I want this redirection if a 404 error occurs . as this rule will affect my root page and will be redirected.

My requirement is if a HTTP 404. error occour then only it will be redirected and not affecting my root pages

Ok, now it's clear (you didn't notice anything about 404 in your initial post).

And what you require now is now quite possible with ISAPI_Rewrite 2, but is quite easily achievable in v3 ot Helicon Ape.
Is there a possibility for you to upgrade?
If not, the only way is to use negative look-ahead listing all your physical files and folders... which it not efficient.

What do you imply by "helicon rules"?
It is possible to do what you want in either ISAPI_Rewrite v3 or Helicon Ape.
